Yes, and although there are some examples otherwise, they are very rare. Incidentally, it was Ohio State that did it most recently, when he won on a screen pass with a tied score against Texas, 14-14 with :29 left in the half. The guy gets loose for a 79 yard TD to cover Link's -3.5. I remember well because it looked like a lock and I had TX 1H +3.5
I even had TX +10.5 at the end of the game and they pulled that nonsense sack fumble on 4th down, amazing that that kind of thing happened at the end of both halves of the same game.
