In short, there are 9 columns of interest, CE to CM from the WA_NPS sheet. For each of the column with value >= 60%, he gave +1. And if a column is <= 40%, he awards a -1. Then you SUM it all up. So if they are all >= 60% for those 9 columns, you'd get a max value of +9.
Or if they were all <= 40%, you'd get a possible -9.
But you'll never get a -9, because the formula did not account for the last column CM if it's <= 40%. So, on the negative value, the lowest is -8.
Basically, pops is saying life is not perfect, and can't wait for a perfect storm to see all 9 columns tilt on way or the other, but if there's enough conditions that warren an OVER or UNDER possibility, he wants to know what that is (+8...+4 ...-5...-8 etc).

spesh, that was jacksonjohn's pdws for sunday which he sent to me, the pdws is below. masters have not been sent to geppi yet, i'm in the process of cutting the dead branches off the tree
grats to jacksonjohn, i would have laid 3-1 that he'd never figure out how to do the pdws sheets starting with day one, but he had to do it all manually, as he didnt have 2007 but kept trying, and never gave up and wound up doing a decent job
