Why would calculating trade deficit as a percentage of trade volume be any indicator of how much a country is imposing tariffs on us? Or “screwing” us?

Tariffs don’t have to exist for trade deficits to exist, obviously

Why should we throw higher tariffs on countries just because we have higher trade deficits?

It’s one thing if a country is genuinely screwing us, but perfectly fair trade deals can result in trade deficits
