I've never actually heard it discussed during a basketball game what that gesture meant. I just assumed it meant "bullseye" or "right between the eyes" and that it was based on Kevin Harlan's signature call when a player hits a long or amazing shot.

This reminds me of Darius Miles and Q Richardson doing that gesture with their hands off their head years ago although it never came out what it meant(some said it was Chicago gang-symbol or something like that although that's only a rumor).
