in 2008 they estimate about 3 percent of those voting were on welfare.
This is wrong. 4% of HS dropouts did not vote in 2012. 4% was the amount HS voters compromised of the total. It isn't 4/100 HS dropouts voted. It is more like 40/100 did (I don't know the exact #) but it only comprised 4% of the entire voting base.
If you were trying to say 4/100 voters tried to vote (and it appears thats what you were trying to say because when Mich said it like that, I immediately knew him and I were talking about two different things and you didn't seem to modify your statement)

What happened in the reality world: Not sure how many HS dropouts voted but more than 4%. 4% was the % of HS dropouts voting relative to the entire election segment. Only like 10% of eligible voters are HS dropouts.
