If you can get a reading from the phase converter of voltage off of the bus bar, then there's no way you shouldn't be able to read voltage on a receptacle wired correctly.

I got the reading off the busbar with the idler on. It reads dead w/o the idler running so no I can't get a reading on the outlet since it won't run with it hooked up.

Kinda wanted to see how you had the receptacle connected by looking at the back of it.
Looks like you have the motor hooked up right connected to the plug and cord. Looked like you had the phase converter hooked up right, I just can't see how you came off the bus bars to the back of the receptacle. Does the plug fit the receptacle by the way?
Thanks for goin through the trouble of takin all the pictures and everything. It's well documented if nothing else for tech support.

The receptacle should just be an extension of the bus bars.

Yes but I have to unhook the outlet from the busbars to get the idler to run so I can get a reading off IT.

What do you mean? There aren't any colors on the back of the receptacle are there? Just gold screws. And XyZ or whatever.

With the wire hanging out of the box, receptacle disconnected, can you read the same voltages you were getting from the bus bar?
