A lot of Saudi's go to Dubai to party and to get entertained by hookers (lots of Russian women). They have huge shopping malls and it's by far the best place to be when you are in the Middle-East. I wouldn't go there for a very long vacation, but a stopover of 2 or 3 days in Dubai can be fun from a tourist point of view and there are loads of expats in Dubai. Oman is also nearby and you can find some nice cultural stuff there.
