She was not running, she was not threatening to him in any way. She had no weapon. She was not physically attacking him. You're seriously reaching, because for some reason you can't just come out and say what anyone rational knows. There was NO REASON for him to do what he did to her in that situation.

“Our policies, our training and our practice do not support his actions,” Conley said. “He came into the call out of control and, as the video shows, was out of control during the incident.”

Because you won't for a second look at it at all from his perspective at all. Little girl? She's 15. She can drive in a minute or so. She's a junior in HS. Her ass knows better. Follow the authority's direction. Period.
One of my sons is 16. I've taught him from day one. Listen to authority and do what they say. Listen to a cop. Don't get lippy and don't be disrespectful. It's such an easy concept.
