Rookies and stars get under market value contracts in the NFL and the guys that hit FA get overvalued contracts. It's just a market inefficiency based on the way the CBA is setup.

100% agree with this. Bell, in his mind, has a value that he believes to be worth. It doesn't really matter what anyone else thinks, he has a reason. The Steelers also have a value, which clearly isn't the same. Usually, in these situations, there is some negotiation, and they either agree on something or they don't. Pretty simple.
The Steelers GM thought they would be able to agree on something, and that Bell's talk around sitting out/retiring was a bluff. It is becoming more clear every day that they probably won't agree, and that it may not be a bluff. If the GM was not confident in being able to reach a long term deal, I would think he would have made the franchise tag non-exclusive. That way, if Bell got a big offer, and the Steelers didn't want to match it, they could have been compensated with draft picks. Now, not only will they not get compensated, they may not have him for some/most of this season, unless they trade him.
