While the pictures are in the public domain that doesn't mean a person can use them to represent himself as that person. That is impersonation.

If I took a picture of Barack Obama it would be my property but that doesn't mean I can use it to claim I am him on a web site and give out opinions as him.

Some states have laws regarding Internet impersonation but if this guy doesn't live in the US I'm not sure there are laws against him.

Wouldn't be impersonation. He never say's I'm such and such, that won this contest.....

There could be 100 Krackman's out there for all we know.

What we do know is the real Krackman, is one of our fellow members not no weasel.

There aren't 100 Krackmans out there with his picture and you know this. You're just being argumentative.

Gotta agree with QL on this one. You can't claim to be or represent someone and make false statements like that.
