Now on the contrary, if Krackmans wagers are placed somewhere that guarantees they don't solicit information, he may be able to take action against them, for they're release of his personal information.

While the pictures are in the public domain that doesn't mean a person can use them to represent himself as that person. That is impersonation.
If I took a picture of Barack Obama it would be my property but that doesn't mean I can use it to claim I am him on a web site and give out opinions as him.
Some states have laws regarding Internet impersonation but if this guy doesn't live in the US I'm not sure there are laws against him.
