actually he should have kicked the FG when they had 1:30 left on the clock (or, at the very latest when Hester went OB with 1:15), then kicked the onside in the hopes they recover and have 1:25 (or 1:10) remaining to get the TD and 2 point conversion.
The 2 point conversion makes it a little more questionable since they aren't easy to get, but they are a hell of a lot easier than (i) connecting on a hail mary; or (ii) kicking a 75 yard FG; which are inevitably your options when you waste all of the time trying to get the TD when it doesn't matter in which order you get your two scores.

It does matter which order you get the points if there are only 17secs left.
I agree with your point about kicking the FG with 1:15 left. That would have given them time to go for the TD if they get the onsides kick.
But when all you have is 17secs. You have to get the TD first.
