His response to my asking would seem an agreement that I would give him $100 for every loser if he gave me $100 for every winner... he never declined my question of "Giving me $100 for every winner" but instead added a stipulation that I would also give him $100 for every loser.

What makes sense to me is that you owe him $100. You are correct, person 1 and person 2 both asked those questions but the only one that was answered with a response of “Deal” was person 2 question. Seems pretty simple to me.
