No you can’t. Do you realize the world has had nuclear technology since around the early 1940’s? At the moment, only nine countries have any sort of nuclear capability which is closely monitored. A terrorist can’t just enrich uranium. It doesn’t work like that. It’s not like buying a soda at the local Walmart.
There’s a reason terrorists haven’t used a nuclear weapon yet. I’m not saying it’s impossible but it’s highly unlikely.

A country as rich as Iran can acquire small nuclear weapons, hell, word is the USA might even have some missing. Yep.
And you can bring in a small nuke easily, don’t need a van, they are much smaller than you suggest.
