Texting is popular now. A lot of girls I know prefer when the guy texts first because then they 1) get to think of what they want to say instead of being surprised by the call and 2) get to answer when they want instead of being interrupted from what they're doing. Chicks love to text all day long.

Do the best you can to get back into whatever framework it was that you got her number in the first place.
Text. Others will say otherwise, but the girl will like the informal setting more. If you call you could stumble over your words or say the wrong thing. You can play it off like you're busy or something in a text. She'll text back if she's interested. It'll save you from having an awkward conversation if she isn't, and if she is interested you can call her later.
