It means the central is the strongest, the west is second strongest and the east is the weakest. The teams play a schedule weighted towards their division and those games will always have a winner and a loser. Outside of their division is a representation of the strength of the division. The east is the least.

The season will be complete once they lose. It's just too bad Boston isn't in the playoffs to beat the Yankees, let them get up 3-0 in the series, one pitch away from going to the world series. Oh thats probably a bad memory for Yankee fans, one of the greatest chokes in baseball history. When you win the division with a payroll in the middle of the pack I will give the Yankees kudos until then you really have nothing to brag about.
Bet-It-All said:Don't be jelaous of yankees. The yankees do spend money but they usually spend it wisely. Look at teams like the Knicks they spend a ton of money but are in a big mess. The Red Sox do spend money also its not like they have a 20 million dollar pay roll. The Yankees are in a situation they can make enough money to cover thier payroll. George is not afraid to spend money and the yankees still make money every year.
There are a lot of owners that won't spend money because they care more about profit. We are lucky we have George he will go out and spend money. I think the owner of your Twins team is the richest owner in baseball but he doesn't want to spend the money.

A great example is the New England Patriots, a team without real superstars other than Brady. They have a deeper roster at most positions. I am glad the Vikings got rid of Moss and Culpepper. They can use that money to get a balance alittle more like New England which I think is what you need with the salary cap to win championships. NFL, NBA and Hockey all have this figured out. All the teams get the same amount. Because of this you will see different teams win championships and make the playoffs. It is about having a well run organization not about how much you can spend.
I have said this before if Bill Gates decided to buy the Seattle Mariners and just said whatever free agent I want, I will sign him to twice what anyone else is willing to pay and I am going to win the world series. He puts a team of allstars together and wins 140 games and the world series every year. Would this be good for baseball? No. The Yankees start every year by trying to buy the division. Their payroll is 40% more than the nearest competitor. They have a payroll 3 times as large as the Twins for example. The american way is to root for the underdog, oh thats why canadien sal doesn't get it.
