The best answer is neither but if he wants the card that bad and is determined to get it, then he's probably best off just going with that Randy Moss mentality and buying the card outright.

As a longtime collector, based on experience, you may never get the card you are wanting by purchasing packs.
Actually basically never if the number produced ofthat particular card is extremely limited, which is the case on much of the special inserts the last decade or two...

For example, in the mid 90's I bought 2 packs of Upper Deck spx basketball cards.
I got a Michael Jordan Autographed redemption card and a Penny Hardaway of the same.
There were said to be only 100 of the Jordan cards produced.
It was booking for $5500 in first few months.
I ended up selling for about $3,000 a few months later before price dropped too much.
So if that was a card that someone in particular wanted (which it was & someone bought) they never would have got it thru packs...
