Why does Penn spike it on 3rd down instead of taking 2 shots at the TD?

They only had 2 plays left and they wasted one of them on a spike? WTF.
Just throw it into the endzone somewhere and there would still be time for 4th down. Damn!

The receiver could have easily gotten out of bounds on the 2nd down play, but instead struggled to get one extra yard. That would have given them two shots at the end zone.

You could say that about almost any game. Bottom line is USC did not play a full game and Penn almost got the backdoor cover. It ends how it ends, there is no "should have."

they spiked the ball because Clark isnt a real bright QB. He cant think out of the box.

you see qbs panic like this all the time, even in the NFL

it seems only the best qbs dont choke and spike the ballwhen theres plenty of time to run a play

Youll never see Payton Manning do this.

Exactly. He spiked it because in his mind, that was the play. He wasn't sure what to do in that situation. Did you see the Clemson game? They had a first and goal from the Nebraska 10 and Cullen Harper takes a 16 yard sack. That situation wasn't just for a cover but to win the game. QB's, especially college QBs make lots of mistakes.
