He's simply saying that the problems in October may still be there by the time Obama takes office but there will be new problems (or his word...crisis) that come along in Jan 2009 that aren't known about in Oct 2008.

Joe Biden never said that Obama would be tested in January. He said there will likely be an international crisis within 6 months of the election that will test Obama.
