What would horse players prefer?

I'm wondering what would be the best offshore site for betting on horseracing. Figuring the site doesn't report winnings for taxes, which would be better:

1. A site which offers full payoff (meaning they don't limit payoffs at like 300 to 1), for straight bets, exactas and trifectas, but no rebate.

OR

2. A site with rebates ranging from 3-6% of each bet, but caps on exacta and trifectas at 600 to 1. What if the cap was raised to 1000 to 1 for exactas and trifectas?

IMO, any book that gives rebates on losing bets--especially horse racing--is the way to go. How many times do $600-plus exactas come in. You might lose some on tris with a limit, but those infrequently hits will be offset by a rebate.

Understand this. The rebate is not just applied to losing bets. Its applied to ALL BETS made. Example...Bet 10 races for 500 bucks per race, receive 350 bucks back in your account.

I don't want a rebate.

I don't need anything more than 300-1 on exotics.

I just want to bet $75,000 on races from Turf Paradise without any of my bet hitting the pools like you advertise.

Track odds on win bets, caps on exotics, at least 3% rebates. Also, the ability to place all bets early in the day, if the bettor wishes, rather than having to wait until the track starts running.
