The Administration is probably trying to secure new agreements with all these countries so China is an outlier. That gives them leverage. If America has a more favorable agreement with the EU, Taiwan, and Japan, then those countries have to re-examine their relationship with China vis-a-vis tariffs. America has been trying to renegotiate with China for some time with no effect as they have leverage. Trump is trying to change that with this strategy.
