No action since Oct 03. They have to get to it by this summer otherwise they have to start all over again with the 109th congress. It looks like we can gamble for another 2 years without having to bank through Canada.

'A bill to prevent the use of certain payments instruments, credit cards, and fund transfers for unlawful Internet gambling, and for other purposes.'

Monicus..that would be GREAT not to have to worry about this for 2 yr might give lobbists time to get there shit together and try to get this industry some toward some type of regulation...

Lok for this bill to be enforced come 2005, I think offshore is safe till then! I think waht they and this country better be scared of is an attack around election time like the one in Spain!! Its getting close and a little scarey to me being in NYC all the time!!

The World Trade Organization ruled for Antigua in its complaint against the U.S. on online gambling services. The U.S. will probably lose its appeal. Then the U.S. will have to decide if it will once again show the world that the agreements it has signed don't really apply to us. The U.S. backed down on steel tariffs; we could luck out and be free of the Kyl bill forever.

fish2.....the U.S. loses it's appeal, look for an invasion of Antigua shortly thereafter....it would be just undemocratic to let some other country determine thier own morality....

JimFiestSux.....sad fact that we need the threat of a possible terrorist attack to keep the government attentive to the real defense of the country and keep the government out of private affairs.....


The government will never learn....they learned a lesson about the prohibition of alcohol but they still have thier heads in thier asses regarding the prohibition of other consensual crimes against morality....

Actually the US had special Internet gambling carve outs in the WTO agreement, so they have a very good case for an appeal. But the appeal will take 2-4 years bare minimum. The banana trade wars between the US and EU took 10 years through the WTO appeals process so don’t hold your breath waiting for the WTO to save us.
True the US did back down with the steel tariffs but that was only because the EU was going to put retaliatory tariffs on US goods. I don’t think the EU is going into a billion dollar showdown over intent gambling in the US.
IMO the Kyl bill won’t pass because it turns banks into cops and the banks have already voiced their opposition. If they have they will step up the pressure but they don’t have to because no one in congress cares. This bill will die on the calendar just like it did 2 years with the 107th congress. The Senate has 500 more important things to do than this.
For those of you who live in AZ Kyl is up for election in 2006.

Nobody in the Senate does anything after they hit summer recess when it is a Presidential election year. There is nothing but campaigning for those that have to be elected and the campaigning for others in your party as well. Controversial stuff like this gets ignored. And since it has been attempted many times and not passed one has to assume it is controversial.

Java--That is an excellant idea. One which I even living in the East would support .

I rarely feel hate towards ANYONE, but this man, Kyl brings on that emotion for me.

Monicus, can you tell me where to find these gambling carve-outs? I would be interested in finding out more about this.

The U.S. raised this supposed carve-out in the panel hearing, but still lost. Why should it change on appeal?

I tried in vain to find the specific language that the US uses to defend itself, but the US trade rep referred to a 1995 (Uruguay round) exemption saying:

Mills added that American commitments on services were ”clearly intended to exclude gambling when the United States joined the WTO in 1995.”

The WTO in its ruling essentially said you cannot offer gambling to the globe through your land based casinos but deny the globe the chance to offer gambling to the US through Internet casinos.

The WTO really won’t help us at all if even if Antigua won tomorrow because it will not change the laws of the US. The WTO doesn’t have the power to do that to any country for any reason. If Antigua wins they can impose trade sanctions or they can seek payment for damages. The trade sanctions option will only hurt them and the damages option will mean the US will compensate Antigua for the loss of 500 Internet jobs.

More important is stopping Kyl and Leach. You know who Kyl is but Leach is a Rep for Iowa and he won 52% of the vote in his last election. He is vulnerable. A 14 term Rep only getting 52% is very weak. Those in Iowa have a chance to do something and vote Democratic in November for the Iowa 2nd.
