California came in with just 49 percent – less than half – of police agencies sending crime statistics to the FBI. The Marshall Project reported that 44 states and the District of Columbia had higher reporting rates than California. Only 356 of the 721 police agencies in the Golden State submitted crime data to the FBI. Missing from that list were reports from the Los Angeles Police Department, Los Angeles County Sheriff’s Office, San Fransisco, San Jose, Oakland, Riverside, Sacramento County Sheriff’s Office and both the San Bernadino County Sheriff’s Office and Police Department.

Just a diversion, because you know deep down Arkansas worse than California in homicide rate

5.9 is a gigantic gap to close in this context, and you are trying to suggest some underreporting explains it (not to mention Arkansas probably having a bit of its own)

Yes, I simply cannot explain how not reporting from the most violent jurisdictions would not significantly change the numbers.

As just one example, Oakland's violent crime rate is more than seven times higher than the rest of California and their murder rate is 5.5x the national average.

A really big mystery.

And just from anecdotal experience as someone who has had to go to SF all the time for social events and work and lives 30 minutes or so south, it’s the safest city I’ve ever been in

Better than LA for sure

And way better than cities I was in when I lived out east growing up

I think every state is incentivized to post good crime numbers

But thinking some under reporting (which happens in literally every state) is going to move the needle in closing the gap between states like California and Arkansas is pretty hilarious

Not exactly a secret the southern states take the cake in homicide rate (after DC) . It's basically knowing that the sky is blue
Red states don't have the cheat factor like blue states do. so for me and most , trusting red state numbers trump states like California.
