Trump's tax cuts benefited the vast majority of taxpayers, but not all taxpayers. They benefited all the lower income taxpayers as well as higher income taxpayers
The only people that did not benefit would be those that paid a large amount of property taxes and did not have any children.
I did emphasize property taxes because you're not going to pay high state income taxes if your income is not high. People with children benefited from higher child tax credits. Moderate income, high property taxes and no children would be the only demographic(s) that didn't realize a tax savings.
I said then and I'll say it now, it wouldn't be difficult to overcome that shortfall. A tweak here or there, everybody saves
