Senate leaders gave up Thursday night on a $14 billion automaker bailout, sunk by the refusal of the autoworkers union to agree to the concessions that Republicans had demanded as their price for support.
After a negotiating marathon dragged into the night, Senate Majority Leader Harry Reid, Nevada Democrat, pulled the plug on efforts to tweak the bailout deal brokered by Democrats and the White House but opposed by Republicans.
The talks broke off when the United Auto Workers refused Republican demands that the union set "a date certain" by which its members would have a lower pay scale, one comparable to such manufacturers as Nissan and Volkswagen.

NEW YORK (CNNMoney.com) -- The United Auto Workers union said it is encouraged by the White House's decision to consider rescuing troubled auto companies by using funds set aside to bail out Wall Street.

"We do appreciate the positive statement that was released by the White House this morning that says they are reviewing all options that are necessary -including the Troubled Asset Relief Plan - to help the industry," said UAW President Ron Gettelfinger.

A legislative plan to provide $14 billion in stopgap loans died in the Senate late Thursday night. On Friday morning, the Bush administration -- shifting its long-held view -- said it might use its authority to give automakers their bailout from the $700 billion TARP funding.

Gettelfinger said the auto industry remains in peril, and criticized the government for being slow to react. He lambasted Senate Republicans for rejecting what he said was a bipartisan restructuring of the auto industry that the UAW agreed to.

"Now, the only resolution is for Treasury to use TARP funds," Gettelfinger said. "UAW calls on Secretary of the Treasury Paulson or the Federal Reserve to use their authority to prevent the imminent collapse of auto companies and the devastating consequences that would follow."

Gettelfinger said he did not know how much money the Bush administration might release from TARP or what conditions would be associated with it. He added that he didn't believe the White House would tie any strings to the money, but said regardless, "The money must be released as quickly as possible."
UAW, Senate Republicans at odds

Republicans in the Senate blamed the autoworkers' union for the bill's failure. The GOP said its hang up centered around UAW's refusal to put employees at U.S. auto manufacturers at "parity pay" with U.S. employees at non-union plants operated by foreign automakers in the United States.

Currently, union workers at U.S. automakers make about $3 to $4 per hour more than the non-union U.S. employees of foreign automakers like Toyota (TM) and Honda (HMC), according to the Center for Automotive Research.

The benefit costs are significantly greater for U.S. automakers, though, because they have to pay health care costs for hundreds of thousands of retirees.

The union agreed to close much of that gap in the 2007 labor agreements by shifting responsibility for retiree health care to union-controlled trust funds. But those changes won't take effect until 2010.

Gettelfinger ripped the Senate GOP, arguing many anti-union Republicans tried to doom the resolution, seeing it as a kowtow to organized labor. He said many of the stipulations Republicans demanded placed an unfair burden on the workers but not on any of the auto companies' other interested parties.

"We were prepared to make sacrifices, but we could not accept the efforts of the Republicans in Congress to single out workers and retirees," the UAW president continued. "All stakeholders had to be willing to make sacrifices. We were on third base, and the other stakeholders were not even in the ballpark." To top of page

Maybe the upcoming massive layoffs will change the UAW minds about taking a pay hike. They are way overpaid.

Just last year, GM Ontario was buying out their early retirement employees at 107 k a pop. Numerous accepted this deal. Their Pension was set at 650 clean with all medical and dental covered. Cost of living was also included.

Now these retirees are finding out the GM pension plan was 5 billion short to date .

I think it's safe to say we've seen something similar this week. Mitch McConnell and Senate Republicans blocked a bailout for the auto industry late Thursday night, leaving the Big 3 and the hundreds of thousands who rely on them for their daily wages in the lurch. Here's the key point: McConnell and company didn't decide that ruining Christmas for thousands of families was worth it because they felt Detroit needs to be retrofitted for a 21st century economy and that that fundamental realignment can only happen by scrapping the whole operation and starting over under new management. That would be a legitimate reason for opposing the bailout. I'm not sure I agree with it — if we have hundreds of billions for the financial industry, I'm sure we can find some for the automakers that the government can tie to innovation benchmarks and new management quotas. But it's a reasonable position to take.

No, the GOP decided that they would block the auto industry bailout because they couldn't take a big enough jab at the United Auto Workers union. Both Democrats and the UAW agreed that Detroit's workers should lower their wages and reduce their benefits to match those of Toyota, Nissan, and Honda workers in the United States. They wanted to do it by 2011. The Republicans wanted it done by 2009. And because that difference couldn't be resolved, the GOP blocked the bailout and likely cratered a massive segment of the Michigan economy and a significant segment of the American economy.

And that's why I say Michigan — as recently as November a crucial presidential swing state — won't vote Republican for a generation, or more. Republicans can crow all they want about how they are letting the "free market" reign, but the free market doesn't vote. Everyday people, who understand the Republican Party opposed a bailout of their industry because the screws being twisted on them weren't being twisted enough, well, they do vote. And they'll likely do anything they can to vote against McConnell and his pals.

Update: There are two possibilities for saving the auto industry at this point. (1) If the Big 3 can find a way to limp through the holidays, the enlarged Democratic majorities that will take office on January 6 will find a way to pass a bailout, which the White House will then sign. (2) Treasury can bail out the auto industry using TARP funds. There are already hints that this will happen.

Not sure but I think that with all vacation pay etc they are already on par with the Europeans. Not that that is good enough because the European Mfg are in trouble also. They have had trouble keeping their Quality control up to Jap standards.

The Swedes are subsidising Volvo.
