Huh? According to most definitions, Bernard was an "active runner" before the hit. It was a hard hit (and probably illegal), but Shazier was making a football play.

Burfict took a cheap-shot. Big difference.

I do think 3 games is over-board (compared to other punishments) --- but I'm sure the NFL is also punishing Burfict as a repeat-offender. Kinda like Ron Artest (or Dennis Rodman) in the NBA.
