WASHINGTON – Postmaster General John Potter said Wednesday the financially strapped U.S. Postal Service will run out of money this year without help from Congress.
The only lingering question, Potter told a House subcommittee, is which bills will get paid and which will not. He did say ensuring the payment of workers' salaries comes first. But Potter also said other bills may have to wait.
Potter's appearance came as the agency, which has lived on a reputation of serving through wind, rain and all sorts of obstacles, seeks permission to reduce mail delivery to five days a week. It also wants to change the way retiree health benefits are amassed to save money.
"We are facing losses of historic proportion," he said. "Our situation is critical."
The Postal Service was $2.8 billion in the red last year and is facing even larger losses this year due to a sharp decline in mail volume in the weak economy. Potter broached the possibility of cutting mail delivery from six days to five in January, but the idea has not been warmly received in Congress.
"With the Postal Service facing budget shortfalls the subcommittee will consider a number of options to restore financial stability and examine ways for the Postal Service to continue to operate without cutting services," subcommittee chairman Stephen F. Lynch, D-Mass., said.
Lynch said the financial stability of the Postal Service is "critical to the American expectation of affordable six-day mail delivery."
The post office is also seeking changes in its required pre-funding of medical costs for retirees that could cut its annual costs by $2 billion, a move endorsed by several subcommittee members.
"We are not here today to ask for a taxpayer bailout, but we are here to ask the Congress for help," William Young, president of the National Association of Letter Carriers, said in his prepared testimony.
"At this moment, the survival of the Postal Service — a venerable institution that is literally older than our country — hangs in the balance," he added.
Even if the agency succeeds in reaching its planned cost cuts of $5.9 billion, there could still be a $6 billion deficit in 2010, Potter told the House Oversight Subcommittee on the Federal Work Force and Postal Service.
"Without a change we will exhaust our cash resources," Potter said. "We can no longer afford business as usual."
He estimated that delivering mail five days-a-week instead of six would save $3.5 billion per year.
Asked if layoffs would occur, Potter said it is possible, but he hopes avoidable.
Last week the post office said it planned to offer early retirement to 150,000 workers and is eliminating 1,400 management positions and closing six of its 80 district offices across the country in cost-cutting efforts.
Dan Blair, head of the independent Postal Regulatory Commission, suggested in his testimony that other savings could be realized through closing small and rural post offices — something Congress has resisted in the past. He added that it may be necessary to increase the limit on the amount of debt the post office can carry.
The post office had a $384 million loss in the first quarter of the fiscal year — October through December — which is usually the busiest period because of the holidays.
Officials said the recession has contributed to a mail volume drop of 5.2 billion pieces compared to the same period last year. If there is no economic recovery, the USPS projects volume for the year will be down by 12 billion to 15 billion pieces of mail.
Over the past year the post office says it has cut 50 million work hours, stopped construction of new facilities; frozen salaries for executives, began selling unused facilities and has cut post office hours.
Last year's high fuel prices also sapped funds from the post office, which operates more than 200,000 vehicles. Every one-cent increase in the price of fuel costs the post office $8 million.
Blair also noted that Congress could consider appropriating money to help the post office. Currently the agency does not receive a taxpayer subsidy for its operations, although Congress does subsidize overseas voting and free mail for the blind.
Lawmakers raised questions regarding recent news reports which said Potter is paid as much as $800,000-a-year.
That is not correct, Potter said. He said his salary, set by Congress, is $263,575. He said the news reports were also counting his retirement fund, the cost of his security detail and a $135,000 bonus which would be paid over 10 years after he retires.
The bonus is based on improved delivery rates and customer satisfaction, he said. Under the current financial conditions, Potter said, he would not be eligible for a bonus this year.

If this is an example of a government run business, and it is, do you really want them running private industry? :>(

This is true they both are well run companies, however, they do not offer all the services of the USPS. What the do is cherry pick the profitable services of the USPS, if they were forced to perform the total package their profits would drop. Now while you do not use nor need daily home pick up/delivery and local offices across the urban and rural spectrum, many do.

I disagree with the notion that either FEDEX' or UPS' profits would drop if they ran the USPS.

I have a small courier business and deal with the USPS every day. They are the most inefficient, ass backwards, misdirected organization in the country with the possible exception of the government itself. This includes both the union workers, and even more so, the management.

If you gave the USPS infrastructure to either FEDEX or UPS they would greatly enhance their profits, not become less profitable.

How was it possible for UPS or FEDEX to even get their infrastructure set up? That is a hugely costly endeavor and took years. They are doing USPS work. Had the USPS even half a brain they would have buried those competing companies before they ever got market share as the USPS had that infrastructure in place long before these competitors ever gasped their first breath. Buried them.

A couple of FEDEX tidbits that some of you may not know.

Fred Smith, FEDEX founder, did his Harvard B School thesis on his business plan for FEDEX. His prof graded him poorly saying the concept would never work. Fred Smith went ahead anyway.

A short time into his fledgling business Fred Smith couldn't make payroll. Guess what he did? (Not that I would advise this). He went to Vegas with the money he had (thirty-odd thousand if I remember correctly) and gambled it (on roulette I think) to make payroll. He won and did. The rest is history.

The USPS is a shining example of the inefficiency of government. To say their management is a joke is being kind to them. And their unions are exhibit A (well maybe B, as the UAW may be exhibit A) of how unreasonable unions can destroy the company whose workers they control.

Take a hard look at this USPS model. Your current President wants more government in our lives, much more. If he gets his way we, as a country, are doomed to failure just like the USPS.

For delivering mail 5 days a week plus god damn paid holidays??? No wonder they are going broke. The internet is killing off a lot of things with email, texting etc etc. Fuck the PO!

50k isn't including overtime. A lot of these guys get lots of hours after their route is done. Not to mention the ass-kissing environment that goes on there. You have to sell your soul to the company store to get anywhere. Why do you think it's called "going postal" when someone shoots up their former employer? It's because the postal service is such a politically charged system.

OK DIPSHIT........if you wanted to hit a nerve with someone...ya did with me...Im one of those GD Mailmen they supposedly pay too much....first off dickhead, this is how shit gets blown out of control, we DONT make $27 an hour, although your close, its $24.....we arent going broke because of that...we werent going broke before this recession....we are going broke because nobody is mailing anything...not to mention we have 3 supervisors for every 4 people in our office...( I work in a small office) and get this...they make 80,000 a year....and they dont even put in 5 hrs of work a day! They tell ME Im lazy and useless while Im out there in ridiculous weather delivering welfare checks to losers like YOU that have nothing else better to do....if our job is so great, come on and join us. Go take the civil service test...I have seen more people quit than stay...Did you know we are still the cheapest postal service in the world to mail a letter? I mean, if you can deliver a letter from New York to California for less than .42 cents...god bless ya....I mean I guess you could walk it there if you want...People that bash unions usually are the ones not in them...its like the southerners that hate the auto workers...but nothing is said to the CEO's for making MILLIONS of dollars and getting their bonuses....if people dont want American cars, I hope those southern boys enjoy watching those cool Toyotas going around the ole Nascar track....Im just saying careful what you ask for pal! I also ask you this, is 50,000 a year REALLY a LOT of money? I bet if you did what I did, you would feel UNDERPAID.....how many bad Ben Affleck movies do I have to see that clown make at $15 million a year....he's not overpaid? Athletes arent overpaid? They make MILLIONS....at 50,000 a year, we are lower middle class....if that bugs you that people are making a living at 50,000 a year, I will just assume you working the drive through at mcDonalds isnt getting it done....although, if it was up to me buddy, Id give you a raise, cuz you guys work hard! Im not going anywhere in the company...Im a letter carrier...unless of course your talking management....then YES, its about ass kissing and/or if your a female, sleeping your way to the top....but dude, thats not any different than any other company....Going postal is reference to piss poor management barking down our throats and telling us to hurry out there so they can get their fat bonuses....and what happens is they usually end up pissing someone off and they end up shooting up everyone....guess their bonus really shouldnt be worth that!

The primary reason the USPS cannot balance their budget is that they are not legally permitted to raise their prices without Congressional approval.

First class mail should be a straight up $1 and could compete just fine with FedEx "ground" rates for "letters" (a couple bucks)

And third class (bulk) rates should be raised as well.
