"To be used in mob dispersal, checkpoint security, perimeter security, area denial, infrastructure protection, the US military envisions a wide array of uses."

So we are preparing for end of days beginning with martial law? Not a good sign... non lethal weapons are not designed for use against opposing armies. Where killing, maming and disabling the enemy is the goal. This was designed for one purpose, use against the civilian population. Why else would safety be such an issue.

So the question is, what is being planned, or anticipated, that the government believes it needs weapons to deploy against civilians?

The entire purpose and existence of the military should be to kill the enemy on the battlefield. Giving them non-lethal weapons and expecting them to serve their function is like giving jobs to illegal immigrants and expecting any chance of keeping them out

Pain Ray Heading for LA Streets?

It could soon get a lot hotter in LA. The Los Angeles County Sheriff is apparently looking at the Active Denial System, a directed energy weapon that created a burning sensation, for possible use in the City of Angels:

Charles "Sid" Heal stands excitedly in the parking lot of the Los Angeles County Sheriff’s station in San Dimas, tinkering with a prototype for the ominously named "Active Denial System."
With one zap from what looks like a satellite dish on a tripod, those within target range feel a burning sensation on their skin.

Heal, a Sheriff’s Department commander, tested the device on himself.

"It is like stepping into a scalding shower. You are going to step back quickly," Heal said. "It just stops them in their tracks."

Heal likes the system because he sees it as one day making rubber bullets and tear gas obsolete — giving police a less-violent way to control crowds and combative suspects. Heal said he believed the Sheriff’s Department would deploy some form of the weapon within a few years.
According to the Seattle Times article, Heal, a former Marine who was active in the nonlethal weapons arena, has looked at dozens of other devices. He’s got a keen interest in stink bombs, according to the article, and has even looked at microwave weapons designed to disable cars. The microwave car disabler suffers from a serious flaw: "During one early test by the developer on his own car at home, Heal said, the beam hit other nearby electronics and destroyed the guy’s garage-door opener."

Meanwhile, I myself confess having once or twice encountered a "burning sensation" and yes, it motivated me to stay away from Those Places in the future
