What does the word "tout" mean? One reader refered to another as tout.

as a capper that sells picks, that kind of person is known as a tout. most touts are not respected, because many of them lie about records, give out fishy lines, and are good marketeers or even scammers, instead of good handicappers. there're a handful of honest, solid touts, thats that.
