a stunning decision that stems from his high-profile clash with President Trump.

Flake is Jockeying, positioning himself for VP consideration on a Future Presidential Ticket with this "Dramatic" move and additionally, Flake is of that Personality (Character) that anything less than absolute Idolatry, 100% Hero Worship from his constituents is completely unacceptable.
Don't be fooled at all by Flake's DramaPlay. I acknowledge that Flake did execute well, his speech and overall the strategy he has chosen here is worthy of praise for it's Plan. If this helps him accomplish his End Goal I'd call it Brilliant.
