The Mafia was much stronger and more influential well before John Gotti. He had much more to do with the demise than the rise of The Mafia.

Let's just say that there were a lot less problems back in the day. Things were controlled. Now it is like the Wild Wild West.

No rules, everybody is a potential target or victim. Nobody to answer to and therefore, no fear.
