Obviously since the troop withdrawal was after Bush left office, of course the growth is there under Obama. Anyone who can follow the rise of ISIS clearly sees this.

Whatever led to the "rise of Isis" isn't relevant as ISIS wasn't barnstorming through Iraq & Syria during the Bush Presidency.
Obama chose to remove troops from Iraq and bragged about it. Obama chose not to re-negotiate the SOFA. That was his decision.

Nobody is saying it was up to Obama to "fix" anything. He could have extended the agreement. He chose not to and bragged about it. It is Obama's fault.
