It always made me cringe when Bush read off cards. If you are going to speak to a large audience with a prepared speech, you should do everything you can to be as presentable as possible.

Teleprompter or note cards, what's the difference. Just a preference. If you're president, you gotta be prepared and precise. Hopefully he's at least pre-reading what he's saying or actively editing it, but as for delivery, who really cares.
