I just spoke with Royal, and the "slow pay" claims that they know of consist of one whose email address was invalid, so the FedEx tracking # email bounced, and 2) One player who had to make two separate withdrawls due to Royals $2500 per day Neteller limit.
Beyond that, they don't know who these people are.
