His account was CLOSED for 24 hours. If you look at his pay pal alert today he posted it specifically
says not closed "at the moment" because it was earlier and was under investigation. He also
blacks out parts of the message.
I'll be glad to forward the email to anyone who requests it.

He can’t. They don’t exist. My PayPal account was opened a few nights ago. I can barely log into my own account let alone into someone else’s.
