To try to end the confusion, as I had never seen it until recently either, when you see a ' that means a half point (0.5). It doesn't automatically mean buying the hook.

Therefore, yesterday when RR posted -3', it meant Lang's play was -3.5. Today, at +2', he is playing +2.5. If he were to buy the hook, then he would be buying a half point up to 3. however, RR always posts when he suggests to people to buy points.
