I don't understand this as a counter-argument either. The Bidens aren't abusing the power of their office for political gain. If that is what happened, then they should be indicted and tried. Simple as that.

The US government's fiscal year ends 9/30, that's when anything that CONGRESS APPROPRIATED must be delivered. Trump's power over that payment (or his ability to continue to hold) ended on 9/30. After that, only a vote from Congress could have stopped it. The final payment was delivered before 9/30. It was delivered EARLY, it was delivered per federal regulations.
