If it were up to Goodlatte, all gambling would be abolished. It is a moral thing to him. "I am anti-gambling". He has said this a million times.
He knew he could not do anything about US gambling so he took what he could get for now and gave carve outs to the US enterprises while trying to get rid of the offshore stuff.
Disagree with that morality bullshit completely. That's just a red-herring. I used to live in Florida, about 10 minutes from a dog track and 20 from the horses. I used to go a couple of times a week to either one and play both. They've got video streaming in from like 20 other horse and dog tracks, they let you bet on the preakness, the derby, bet on Calder, bet on every friggin track out there. If you tire of that, well then you can put money down on the state lottery. If you're tired of that, well hop in the car, drive to Biloxi and gamble more on the slots, or keno or blackjack. Gamble till your hearts content my friend.
Morality? If it were a morality issue, there would be no gambling period. It is a multi-billion, billion with a B, dollar industry. You can't take it out of the US because of the revenue it generates, the people making the kind of money they are making will make certain that gambling remains in the US. However, those people are happy because they are making money. They could care less if offshore gambling was taken away because they aren't making a dime off of it. In fact, it's just the opposite so who knows, their muscle might be the ones behind it. If you could take your $100 to Vegas or Biloxi or wherever but instead you send it to Pinnacle, your boys here aren't seeing a dime of that money.
This boils down to the same thing everything boils down to...money. Morality just makes it sound good.
