We believe California’s system of government is fundamentally broken. Our prisons overflow, our water system teeters on collapse, our once proud schools are criminally poor, our financing system is bankrupt, our democracy produces ideologically-extreme legislators that can pass neither budget nor reforms, and we have no recourse in the system to right these wrongs.

Drastic times call for drastic measures.

We believe it is our duty to declare that our California government is not only broken, it has become destructive to our future. It is time to repair our system of governance.

Our state’s founders gave us the tool to take this step — with a constitutional convention. We can either be led to a convention by our elected leaders in the Legislature, or we can bypass any gridlock in Sacramento with a “citizen’s Constitutional Convention.”

When we initially floated the idea of a convention, we were met by waves of support from the public and lots of interest from groups around the state. It is now time to take this concept to the next level.

We will be gathering the state’s top leaders to review research, discuss process, begin building a coalition to support a possible convention, and solicit ideas about what should be included in the convention.

Sponsorship for today's convention is joined by CGS, Common Cause, Courage Campaign, The Greenlighting Institute, League of Women Voters, Planning and Conservation League, New America Foundation, and the William Velazquez Institute. Most of these parties are non-partisan, lobby organizations. Some may argue most of these parties carry a liberal agenda. Personally I don't give a shit, if they are, atleast we're doing something about the state of our state. (funny how that turned out)

This is a gonna be huge!!

Inspected? Not sure what you mean. As far as getting the car smogged checked and certified in order to be registered, yes and its an out of pocket expense. It's not annually but moreso when the state deems appropriate. It's either based on age and/or mileage.

As far as where it goes, I'd assume it goes to the service station I take my car to and maybe a piece of it goes to the state since these machines are linked to Sacramento for record keeping.

You're right: the vast majority of the money goes to the station. The Bureau of Automotive Repair receives a portion of the $8.25 certificate fee and that money is used in administration, complaint resolution, enforcement, public education, and a little bit on research for the Smog program.

3, I'm not familiar with the Bay Area Council. At first glance it looks like a more progressive Chamber of Commerce. The only problem I see with the a new Constitution is that it'll require a 2/3 majority which means the Repugs will be able to do to a new cons what they did to the budget and that frightens me. But something has got to give, not least of which is getting Prop 13 thrown out.

It's disheartening to see another conversation about California and our future joined by someone from outside the State who rather obviously knows little or nothing about California's politics and economy. I've spent too much time in the past couple of weeks correcting people's misunderstandings on this board and frankly it's getting a little tedious.

Sorry Dave, I shoulda been clearer. This wasn't an article but instead a memo or announcement about the event in Sacramento today. The Bay Area Council is spearheading the convention. Its a gathering of all the various California think tanks and lobbyist's exploring ways to take radical (but constitutional) steps to clean house and overthrow California's government. The difference here is this isn't a bunch of hippies or students getting together on a college campus or street corner. These are highly influential organizaitons and lobbyist's who have most of states politicians ears. If you wanna learn more check out the links on the right side of the main page which has links to the sponsors and you can see what their about.

This got some brief coverage on CNN yesterday. To say the state capital is "nervous" about this convention is an understatement. Alot of seats are on the line today.

LOL, don't bother Kiln. Most outside the state think were made up of queers, illegals and gangbangers. Little realize we're a "nation state" (although right now were on the ropes reeling). This state has a higher GDP than many foreign countries. Agriculture is definitely one pillar, the rest are made up at Silicon Valley, Biotech north and south, the entertainment industry (including porn which generates numbers in the billions), wall street west, Napa Valley, state tourism, the ports of Los Angeles and Oakland, and on and on.

The state government fucked the whole thing up. I do have faith though that we'll be back.

It was, indeed, directed at Tank. What you say was your "opinion" was stated an awful lot as if it were fact, and either way it's simply wrong. Again, the data exist. The deficit is NOT because of undocumented workers. The extent to which undocumented workers are at all responsible for California's current budgetary woes--if indeed they are at all responsible--is debatable and there's conflicting data there, but few outside of the fringe right neo-nationalist/nativist crew thinks undocumented workers are the major contributing factor to our budget problems.

I think the solution to this here problem is threefold:

1. Sent the illegal's back to their our Countries today.

2. If someone is a member of a gang or even associated with one put them in prison for life and make them do community work like road construction and other big projects. If they refuse solitary confinement till they do the tasks.

3. Reduce Government in a major way by eliminate wasteful and unnecessary programs like affirmative action program, and consolidate others.

I have plenty more gooder ones too!
