Groupon has refurbished Samsung Galaxy right now. Got one last week and couldn't be happier with it. $140 it was, but I think they have several models to choose from.

Yeah, I would have said Samsung Galaxy Tab in a Heartbeat ... but figured it would be Over the $100 by far. forgot about a Refurbs, for what he wants, that would be good enough.

Just don't sign a Contract for a Plan. when you buy some of these, you can do a month by Month for $15 or $20
and don't have to do it every month.
So you can run WiFi on the months you don't Travel, and pay when you do.

how about under $150 ??

http://www.amazon.com/Dell-Venue-16...psdc3_t1_B00F2ENYPC_B00FFVYSE8#productDetails

Don't think you will get much for $99 unless you plan on paying a 2 year deal with a wireless company.

Was going to suggest the Venue 7 as well - I actually have one I'm selling on CL now (not suggesting you buy mine). It's a very nice, no-frills tablet...Runs stock Android 4.3 which is a plus. You can get them refurb'd from Dell online, with a 1yr warranty, for like $129.
