sportsbook slow to open betting on over/under...

is it typically normal for a sportsbook to wait until several hours (6) before posting their over/under totals for betting?
im with intertops but finding this inconvenient and annoying...
are there books that would allow me to make an over/under bet on tomorrow nights nba games now?
