Worse meaning there will likely be more than the 2,500 homes destroyed than that one. From the looks, and there is absolutely no way to tell at this point other than viedo coverage, I don't think there can be any less than 5,000 homes destroyed.
However, it could be less than the loss of life from the last fire, which may be considered a success, considering the damage.
