DUBAI, United Arab Emirates (AP) — It is not just the Saudi king who will be skipping the Camp David summit of U.S. and allied Arab leaders. Most Gulf heads of state won't be there.

The absences will put a damper on talks that are designed to reassure key Arab allies, and almost certainly reflect dissatisfaction among leaders of the six-member Gulf Cooperation Council with Washington's handling of Iran and what they expect to get out of the meeting.

The talk all week has been whether the no-show by Saudi Arabia’s king at Thursday’s Camp David meeting was a snub of Mr. Obama. But on Wednesday, Mr. Obama kicked off the discussions with a royal gaffe of his own.
“The United States and Saudi Arabia have an extraordinary friendship and relationship that dates back to Franklin Roosevelt and King Faisal,” Mr. Obama said as he welcomed two Saudi crown princes to the Oval Office.
Except that King Faisal bin Abdul Aziz ruled Saudi Arabia from 1964 to 1975, when he was assassinated. Roosevelt died in 1945.

But the mistake kicked off a meeting that generated controversy even before it began. Only two of six Persian Gulf countries are sending their top leaders to meet with Mr. Obama. Others, including Saudi Arabia, are sending lower-level officials.
