If you look at it that way, during Clinton's admin of 8 years, there was only one unsuccessful attack in America, 1993 against WTC.
In less than 1 year, Bush suffered worst attack on American soil ever despite being previously warned in Presidential briefings and by his Director of Anti-Terrorism, Richard Clarke, originally appointed by Reagan Admin.

Since you didn't refute it, I take it you admit that in one year of Bush Admin we suffered more attacks on American soil in 8 years of Clinton, despite fact Bush Admin had prior warning?
Btw, if you examine it, in 2001, Bush had about same reaction time (less about 1 month) than Clinton had in 1993.

I think one factor has been overlooked here....
....that after 9/11 our guard was up and we were looking for threats shortly after....
Give it some time and let things settle down a bit and I believe one will see more of the same as 9/11....there are too many possible targets to protect, and even the terrorists know that it is better to attack an opponent that's sleeping than to attack an opponent that is locked and loaded and ready to fight....
Given some time sleepy time will come, and so then will the terrorists.

That is pretty funny math there. One act of terrorism and what has happened since is supposed to be a sign of something? What if your last traffic accident was 3 years ago and someone asked you how your driving skills were. Would you say "my driving has gotten so much better in the last 3 years?"
You might want to count the attack on the world trade center the first time and the list of American intrest outside the country....you know all the other ones during the Clinton years.

I am amazed that we have not been hit again on our soil in three years...even something on a smaller scale like a bomb in a mall.
We must be doing something right. Taking out 2/3 of their leadership is a good start. Taking out their practice fields is a good start. Removing sympathetic regimes in Iraq/Afghanistan is a good start. Interrupting their finances is a good start. Like Rumsfeld said it's hard to keep score in this game.
