I think I may have suggested something like this previously for other books in trouble...
How would PanAm be if they put all the bonus money aside and deferred its payment? Even though people may have earned their bonuses, it's REALLY not the same as REAL money from deposits and wins/losses.
I'm not saying it never gets paid back, just that PanAm suspends the payment of bonuses, so that players with REAL money can withdraw. The bonuses would still stay in the account, but just not be redeemable for REAL CASH (until this crisis passes).
This seems to be a pretty reasonable "temporary sacrifice" so that they can make payments to players and remain solvent. I think that this a fair way to reduce PanAm's obligations, without hurting the players.
