<The problem is they recognize divisions and schedule 2 games against each divisional opponent. ...So under that format you have to honor division champs regardless of record.
If they want to only allow winning teams in the playoffs than they should just schedule 16 games against 16 different opponents and do away with divisions. ....My guess is that wouldnt fly.

The problem is 4 team divisions. That's not a large enough group to basically assure of at least 1 team being good.
You need at least 5 teams per division. The more teams that are in a division the higher odds that at least 1 team in the division will be good.
