Should Sosa's double in the first have been a home run?

It hit halfway up the yellow line on the wall. What is the correct ruling on this?

If it hits the yellow line that is painted 6 inches down the top of the wall it is a home run? You mean it can be a home run and not get over the wall?

can you clarify that because that is news to me

Seems to be up to the park? This seems pretty clear. Every park's ground rules I looked at says basically the same thing.

It was not over the wall. What are you clowns talking about? Lets change the rules so if it hits off the centerfield wall but stays in the field of play, its a HR. This rule applies to Cub hitters only.

I asked this question because of the article on mlb.com that was quoted above. Since I asked the question, I was obviously unclear why it would have been a home run. mlb.com cubs/braves
