I have vbulletin and never heard of this before.
Under admin you could edit his post count to match what his "Doug" account had.
Then delete the "Doug" account. Then edit his new account from Doug2 to Doug
Downside is I think it will switch all his old post to guest as the user once the account is deleted.

Can you change the Doug account to OldDoug and then Doug2 to Doug? Or can you not change one account to a previously-used name?

There is a very simple solution to fix the problem that would require no technical know how.
Just write down dougs post count and join date on a piece of paper.
Once that is done delete the user name off the system.
Then once that is done get Doug to resign up under the name Doug.
The software will accept it because the DOUG handle no longer exist because it was deleted from the system.
After the new registration is complete with the new Doug.
Just manually input the post count and the join date to the new Doug handle and the problem will be solved.
