Some crazy shit..I've been living here a long time and I have never seen it so bad. For me, I noticed it starting in December and thought it would stop soon after the new year started but it hasn't. It isn't transito so much as the policia fuerza, on the back roads all over the place they stop their new white trucks or blue cars put out some traffic cones...stop all cars and just look to shake you down for whatever they can. I have had to pay them off two times recently for some minor shit they found.
Was thinking of putting a camera in my car and then post the video on youtube but that might get me shot.

Nothing dude, they might take you in and waste a bunch of your time. But pretty much nothing ever happens here, same crooks have been caught 50-60 times and they are still roaming the streets.

Encourage the behavior all you want, just be sure to haggle on the amount of the bribe. It's okay if the costs go up with colon inflation, but not much more. ;-)

I'm being completely serious. You want transit cops you can give 5-10k colones to, you do NOT want the honest asshole pigs like they have in the States.

By being "taken in" do you mean going to jail? That wouldn't be fun. I guess it depends on what they catch you doing or posessing. In my case it would have to be a broken tail light or running a yellow light or something small like that.

They will threaten to impound your car. Usually they just wait and wait until you finally pay them, but if actually do impound your car you just go to MOPT and pay some fine to get it out.

I had a friend several years back that had 3 cars (none with paperwork) and he just rotated them through the MOPT impound (usually having one there at any given time). Was cheaper than paying taxes on them.

Take you to the cop station, make you sit around for hours 'till someone decides its time to take your data. But no jail time. They'll threaten you and tell you you're in dip shit, all they want is money. I can assure you that 90% of these guys don't really know the law.

And yes, we're talking small stuff here. A little weed, stuff like that.
