it's also 3x the cost of a normal .com (25 dollars for a co.cr /year) and for a .cr it seems to be 100 dollars/year

do you think that I could go to Canada, set up a company and hire myself to work for them? I think you suspect what the answer to that is going to be and that should give you a clue as to why what you propose might not fly
I don't see how getting a .cr is going to help you get a work permit. They are expensive and if you do it then the CR government has control of your domain name and they can take it away, change it or raise your rates at their whim, and they will.
But if you do still want it you can register directly with CR Internic here:

I remember that there used to be a smaller amount if it was related to tourism
Quite frankly, unless you are seriously commited to the country and have lived here for say a couple of years and know what you are dealing with, you are better off doing the 3 month run
